This paper argues that it is permissible for computer scientists and engineers—working with advanced militaries that are making good faith efforts to follow the laws of war—to engage in the research and development of lethal autonomous weapons systems. Research and development into a new weapons system is permissible if and only if the new weapons system can plausibly generate a superior risk profile for all morally relevant classes and it is not intrinsically wrong. The paper then suggests that these conditions (...) are satisfied by at least some potential LAWS development programs. More specifically, since LAWS will lead to greater force protection, warfighters are free to become more risk-acceptant in protecting civilian lives and property. Further, various malicious motivations that lead to war crimes will not apply to LAWS or will apply to no greater extent than with human warfighters. Finally, intrinsic objections—such as the claims that LAWS violate human dignity or that it creates ‘responsibility gaps’—are rejected on the basis that they rely upon implausibly idealized and atomized understandings of human decision-making in combat. The national ethical guidelines relevant to assisted reproductive technology have recently been reviewed by the National Health and Medical Research Council. The review process paid particular attention to the issue of non-medical sex selection, although ultimately, the updated ethical guidelines maintain the pre-consultation position of a prohibition on non-medical sex selection. Whilst this recent review process provided a public forum for debate and discussion of this ethically contentious issue, the Victorian case of JS and LS v Patient Review Panel [2011] (...) VCAT 856 provides a rare instance where the prohibition on non-medical sex selection has been explored by a court or tribunal in Australia. This paper analyses the reasoning in that decision, focusing specifically on how the Victorian Civil and Administrative Tribunal applied the statutory framework relevant to ART and its comparison to other uses of embryo selection technologies. The Tribunal relied heavily upon the welfare-of-the-child principle under the Assisted Reproductive Treatment Act 2008. The Tribunal also compared non-medical sex selection with saviour sibling selection. Our analysis leads us to conclude that the Tribunal’s reasoning fails to adequately justify the denial of the applicants’ request to utilize ART services to select the sex of their prospective child. We are probably alone in the universe—a conclusion based on observations of over 4,000 exoplanets and fundamental physical constraints. This article updates earlier arguments with the latest astrophysical results. Since the discovery of exoplanets, theologians have asked with renewed urgency what the presence of extraterrestrial intelligence says about salvation and human purpose, but this is the wrong question. The more urgent question is what their absence says. The “Misanthropic Principle” is the observation that, in a universe fine-tuned for life, the (...) circumstances necessary for intelligence are rare. Rabbis for 2,000 years discussed the existence of ETI using scriptural passages. We examine the traditional Jewish approaches to ETI, including insights on how ETI affects our perception of God, self, free-will, and responsibility. This paper develops a novel, neo-republican account of just state surveillance in the information age. The goal of state surveillance should be to avoid and prevent domination, both public and private. In light of that conception of justice, the paper makes three substantive points. First, it argues that modern state surveillance based upon information technology and predicated upon a close partnership with the tech sector gives the state significant power and represents a serious potential source of domination. Second, it argues (...) that, nonetheless, state surveillance can serve legitimate republican ends and so unilateral and private technological attempts to block it may be wrongful. Third, it argues that, despite the serious normative failings of current institutions, state surveillance can be justly regulated and made accountable through a legal liability regime that incentivizes tech company intermediaries to ally with civil society groups in order to safeguard the privacy rights of potential subjects of state surveillance. Questions about dirty hands have often focused on legitimate, secure leaders deciding whether to violate important deontological principles or the rules of interpersonal morality. The purpose of this paper is to show that revolutionaries have dirty hands; revolutionaries do wrong by engaging in unilateral usurpation of the existing system with the hope that latter benefits will justify their actions. Yet, once the revolution securely generates improvements for the common good, the initial usurpation becomes increasingly irrelevant to judgments of the new (...) government’s legitimacy. The paper argues that only retroactive justification—where later success forces opponents and advocates to reinterpret the wrongness of the initial action—can fully capture the complex moral dynamics of revolutions. BackgroundOne of the next frontiers in HIV research is focused on finding a cure. A new priority includes people with HIV (PWH) with non-AIDS terminal illnesses who are willing to donate their bodies at the end-of-life (EOL) to advance the search towards an HIV cure. We endeavored to understand perceptions of this research and to identify ethical and practical considerations relevant to implementing it.MethodsWe conducted 20 in-depth interviews and 3 virtual focus groups among four types of key stakeholders in the (...) United States (PWH, biomedical HIV cure researchers, HIV clinicians, and bioethicists) to obtain triangulated viewpoints because little was known about the ethics of this topic. Each group was queried as to ethical considerations, safeguards, and protections for conducting HIV cure-related research at the EOL to ensure this research remains acceptable.ResultsAll four key stakeholder groups generally supported HIV cure-related research conducted at the EOL because of the history of altruism within the PWH community and the potential for substantial scientific knowledge to be gained. Our informants expressed that: (1) Strong stakeholder and community involvement are integral to the ethical and effective implementation, as well as the social acceptability of this research; (2) PWH approaching the EOL should not inherently be considered a vulnerable class and their autonomy must be respected when choosing to participate in HIV cure-related research at the EOL; (3) Greater diversity among study participants, as well as multi-disciplinary research teams, is necessitated by HIV cure-related research at the EOL; (4) The sensitive nature of this research warrants robust oversight to ensure a favorable risk/benefit balance and to minimize the possibility of therapeutic misconception or undue influence; and (5) Research protocols should remain flexible to accommodate participants’ comfort and needs at the EOL.ConclusionBecause of the ethical issues presented by HIV cure-related research at the EOL, robust ethical safeguards are of utmost importance. The proposed ethical and practical considerations presented herein is a first step in determining the best way to maximize this research’s impact and social value. More much inquiry will need to be directed towards understanding context-specific and cultural considerations for implementing EOL HIV cure research in diverse settings. (shrink)

The main aim of this article is to describe central elements of, and the relationships among, three interrelated domains of inquiry. The first domain is Charles Peirce's semiotic theory which offers five concepts of special relevance to the other two domains: primary components of the triadic sign, including the object, representamen, and interpretant; the unceasing process of semiosis, or continuous growth of the developing sign; the three forms of inference, of which Peirce's notion of abduction is of special interest; the (...) element of surprise in experience, and the universal categories of Firstness, Secondness, and Thirdness that ground Peirce's overarching theory. The second domain incorporates the discipline of psychosemiotics, which is defined as the study of how we learn, understand, and use the signs of culture. The article outlines the nature and scope of psychosemiotics and emphasizes its grounding in Peircean semiotics, meaning‐making, and the five concepts listed above. The claim will be made that signs, semiosis, and meaning act through the seven signways outlined in the article and thereby bind the individual into the surrounding physical and cultural environments. The third domain is formal education, for which implications are presented as derived from Peircean theory and viewed through the psychosemiotic lens. In this perspective, all forms of education are semiotic processes grounded in signs and meaning‐making. Further, formal education consists of learning a wide variety of culturally‐valued signs by way of the seven signways and through processes that often differ from a technocratic, standards‐driven, accountability‐oriented approach to learning and instruction. We deny that asymmetrical information is a market failure. In order to make this case, we subject to critical scrutiny the strongest case for this thesis: the view that laws prohibiting insider trading are viable, necessary, or compatible with the rule of law.

Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data sets (...) them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. Since cyberattacks are nonphysical, standard theories of casus belli — which typically rely on the violent and forceful nature of military means — appear inapplicable. Yet, some theorists have argued that cyberattacks nonetheless can constitute just causes for war — generating a unilateral right to defensive military action — when they cause significant physical damage through the disruption of the target's computer systems. I show that this view suffers from a serious drawback: it is too permissive concerning the types of (...) actions that generate casus belli since many essentially peaceful and non-violent mechanisms can nonetheless cause physical damage. I resolve this difficulty by developing a sovereignty-based account of casus belli and applying it to cyberwarfare. I argue that legitimate states have a constrained right to unilaterally respond with military force to unfriendly actions that bypass or overwhelm the political deliberations of the target state in order to force a change in behaviour contrary to the determinations of the people of the target state. This new account of casus belli avoids the problems of the consequence-based view by plausibly restricting the types of unfriendly action that give rise to casus belli and yet offers an attractive explanation for why some cyberattacks nonetheless do generate a potential right to a unilateral defensive response. Laura Valentini’s Justice in a Globalized World presents, with admirable clarity, a new, hybrid conception of global justice that builds on insights from both cosmopolitans and statists, especially their relational variants. Relational cosmopolitans generally argue that substantial economic cooperation and interdependence (i.e., the relevant economic relations) trigger robust obligations of distributive justice. They then argue that, as a matter of fact, these relations obtain globally in virtue of intensifying global trade, capital flows, and labor migration. Thus, relational cosmopolitans conclude that (...) obligations of distributive justice directly apply to the global economic order. Relational statists, by contrast, argue that obligations of distributive justice are trigged by coercive, political relations.
